In 1994 Rachel started her policing career with Leicestershire Police serving in a number of roles as both a constable and a sergeant across the county’s diverse geographic and demographic landscape. 2001 saw her promoted to Inspector where she was initially entrusted with the significant responsibilities incumbent on a leadership role in the Force Control Room, before becoming a Local Policing Commander managing a challenging area of Leicester.
Rachel was again promoted and in 2006 as a Superintendent she undertook a number of roles including the leadership of Change Programmes, BCU Command, SIO and latterly Head of the Specialist Operations Department leading early collaboration work and performing key command roles for both the Team GB Olympic Training Camp at Loughborough University and the Queens Jubilee Visit to Leicester. As Chief Superintendent, Rachel led the Force Change Programme delivering the transformation of services at significantly reduced costs, and working with external support from the private sector.
Rachel attended the Strategic Command Course in 2015 and then joined the Northamptonshire Police Chief Office Team as Assistant Chief Constable in May 2015. She initially undertook a support and collaboration portfolio but her role changed later in the year when the force moved to a single ACC structure. Rachel currently has responsibility for all operational policing aspects including crime, safeguarding, intelligence and local policing. She was promoted to Deputy Chief Constable in 2017.
Rachel strongly believes that her leadership role is to enable the staff, officers and volunteers in the force to deliver a safer county and does this by supporting them to be the best they can be and helping them do the right thing in often difficult circumstances. She is passionate about fairness, transparency and inclusion leading the force’s equalities portfolio. She has been proactive in championing change to promotion processes and other policies and practices to meet her equality vision.
